Jami' at-Tirmidhi — Hadith #27598

He and others were of the opinion that a man should impose a punishment on his property, not the authority, and this is the view of Ahmad and Ishaq. Some of them said that it should be raised to The authority does not impose the punishment by himself. The first saying is more correct.
